According to Steam Hardware Survey in 2016-2017(http://store.steampowered.com/hwsurvey/), you'll see that market penetration of DX10/11 class systems is just over 90%, which equivalent to OpenGL 3.3(D3D 10) and OpenGL 4.0(D3D 11).
Also, since lots of scheme changes from OpenGL 3. In Jogl, interface GL4 inherits GL3 (Specifically ,GL, GL2ES2, GL2ES3, GL2GL3, GL3, GL3ES3, GL4ES3, GLBase ) but not GL2.
In conclusion, GL4 is the best choice.
